Bij het uitbrengen van
“Congress Shall Make No Law...” in 2010 schreef Gail Zappa
in het persbericht: "Congress Shall Make No Law...'
is released as an educational project, representing
Zappa's tireless commitment to the First Amendment which
he felt his duty to protect by providing (in his words)
"stimulating digital audio entertainment" in the form of
"material which a truly free society would neither fear
nor suppress."
Zappa deed al eerder uitspraken in deze richting op de
lp/cd ‘Zappa Meets the Mothers of Prevention’ en nu doet
Gail dat nog eens over met het hele werk. Overigens zouden
we er later nóg een versie van krijgen en wel op
‘Understanding America (2012). Op die laatste staat de
beste verslag van het hele gebeuren. De reden dat we deze
uitvoering nú krijgen is dat het precies vijfentwintig
jaar geleden is dat deze zaak speelde.
Op deze cd horen we de volledige opname van Zappa als
getuige in de zaak van het Parents Music Resource Center;
een club die een waarschuwing middels een ‘Parental
Advisory sticker’ op lp/cd’s met in hun ogen vuilbekkerij
wilde plakken. De hoorzitting vond plaats in de ‘United
States Senate Committee on Commerce, Science and
Transportation’.
Zappa maakt zich vooral druk om de censuur, iets dat hij
al op zijn eigen humoristische wijze had laten horen op
die Mothers of Prevention-plaat.
De titel is ontleend aan de ‘First Amendment to the United
States Constitution’. Daarin staat letterlijk: "Congress
shall make no law respecting an establishment
of religion, or prohibiting the free exercise thereof;
or abridging the freedom of speech, or of the press; or
the right of the people peaceably to assemble, and to
petition the government for a redress of grievances."
De cd sluit af met een stukje muziek, Zappa op Synclavier.
Het is een bewerking van het werk dat we al kennen van
Civilization Phaze III.
Als je deze cd ziet als een stuk educatie prima
natuurlijk. Dat wordt één of twee keer luisteren en dan de
kast in. Ik ben tot de helft gekomen, heb nummer dertien
even geluisterd en toen was ik er wel klaar mee. Dit
product is echt een Amerikaans product voor een
Amerikaanse markt waar Amerikaanse regels gelden. Mensen
buiten Amerika kunnen het bestuderen, maar het hele kader
is zo anders dat het eigenlijk weinig passend te maken is.
Ja, ook wij hebben te maken met censuur, al dan niet
duidelijk, maar dan gaat het toch op een andere manier.
Muziekliefhebbers mogen deze cd laten staan. Voor die
laatste zeventig seconden kun je beter terecht op
Civilization Phaze III. De ‘stimulating digital audio
entertainment’ ontbreekt hier behoorlijk. Zoek je een
stimulerend audio amusement, koop dan ‘Understanding
America’. Maar of we dat land ooit echt zullen begrijpen….
